California Caregiver Laws

What is the new California caregiver law? This is a frequent question we are asked. Here is the answer:

California Home Care Services Consumer Protection Act law requires California caregivers to have 10 hours of initial caregiver training followed by 5 hours of annual training in core competencies every year.

Online California caregiver training by Caregiver Training University delivers the skills required in an easy-to-use digital course that is smart-phone and tablet friendly. Caregivers may take the course at their own pace and maintain access to the course ongoing.

Learn more about the California Assembly Bill 1217's requirements as you build your caregiving skills for The Golden State. The training requirements protect both seniors and caregivers by teaching basic senior care job skills.

How do you become a certified caregiver for senior care?

Caregiving skills require learning how to care for a senior's physical and emotional care needs while also following state guidelines for senior care.

Why would states establish caregiver training guidelines?

Because quality senior care involves keeping a senior's healthcare on track and also following best practices for caregiving for the elderly which includes being educated on aging issues such as elder abuse. Elder abuse is not only physical, but also emotional, sexual and financial and the top financial abusers are usually close family members or friends. Healthcare issues are also regulated to maintain privacy by something called HIPPA: Health Information Privacy and Portability Act.

Both the elder abuse recognition and reporting skills and HIPPA knowledge are items that all caregivers should be trained on in order to provide quality senior care and now many states do require this training for caregiver certification.

California caregivers, for instance, must have 10 hours of caregiver training which includes training in HIPPA for caregiving and elder abuse reporting.

Find caregiver training requirements in your state to become a certified senior caregiver. You may also apply for a job as a senior caregiver as there is high demand for part-time and full-time caregivers for seniors.

Caregiver Registry California for Professional Home Care Aides

California's caregiver registry was created as part of the Assembly Bill 1217 (AB1217) Consumer Protection Act requiring senior home care agency's to be licensed by the state and all professional caregivers working in homes to meet minimum requirements.

Caregivers must complete a training course that includes 2 hours of Orientation training, 3 hours of Safety Training and 5 hours of Core Competency caregiving skills training for a total of 10 hours of training in their first year. Then each following year caregivers must complete 5 hours of renewal training on core competency skills. Here is the California caregiver training course information.

The California Department of Social Services manages the licensing process and the Caregiver Registry.

California caregivers must pass a background check clearance and requires a signed declaration under penalty of perjury regarding any prior criminal convictions and to confirm they are free of active tuberculosis.

California Home Care Aides are also required to have a valid driver's license or state issued I.D. or a valid Alien Registration Card. Fingerprinting is part of the background check program to confirm a caregiver is the person they say they are and prevent identity theft fraud.

The California State Department of Social Services manages the California Home Care Aide Registry.
